Yeah, I had tried several! I fixed the issue though. It was driver verifier. I totally forgot I had it on while debugging a really pesky BSOD from a totally different thing.
It's still a bug in such a way that the driver is running against good coding practices, so I'm leaving the post largely unmodified.

More than likely what's happening there is that Windows is re-installing the Bluetooth drivers for your Bluetooth receiver. Did you use Zadig to get your Bluetooth working or did you just use ScpDriver.exe?

Yes, rumble works over Bluetooth.

hi, I followed the steps, the DS3 works fine over USB but not over bluetooth. In SCP monitor it reads BTH 00000000 None. what am I missing?
