While GHz (speed)has influence on emulation, we use single thread (strength).https://www.cpubenchmark.net/singleThread.html. You don't meet minimum requirements for the CPU and the GPU is too weak. I would suggest PCs that meet the requirements for desktops there is pcpartpicker or for laptops google budget gaming laptops.

Oh you are right, wiki for PCSX2 isn't perfect however this is an issue. It shows the requirements from 4 years ago, anyway you should ignore those. I have changed it but i'll need to revise the page for other information too.
Note that newer versions are heavier due to emulating more effects and doing it more correctly like on the real PS2 HW. Which means older versions or real PS2 will be more manageable in speeds or have better specs.

Mobile CPU's are also different compared to a PC. My laptop has a 6th gen i7 but my old PC's i5 3570k did a way better job emulating PS2 games.
If I want stable performance on my laptop I have to enable High Performance in my power settings, of course that heats up the laptop, but at least I have a good cooler.
In general, it's not really about the ghz, it's about the STP of the cpu.
