- try latest beta instead of 0.9.6
- update your directx to June 2010 version and try again

What graphics card do you have?
You have a very slow CPU and I'm guessing an even worse graphics card which probably doesn't have the minimum requirements to run PCSX2 in which case there's not much you can do about it, maybe using a (Software) renderer in GSdx would work but it would be extremely slow. PCSX2 just isn't for that machine.
