pnach cheat not working

i got resident evil outbreak v2.00 USA and my pcsx2 version is 1.2.1 

i download the cheat and i paste in the cheat folder which is in my file directory then i open the pcsx2 and i look at the log and its says Loaded 23 Cheats and Overall 23 Cheats loaded i tested out to see it works but its not working i tried to reinstall it but its not working too

Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version.
