the save states files exist, but it won't load, please help

I wonder why we'd help you since you're not using an official version of pcsx2 anyways...

what do you mean not official?

you are using an Emucr crappy build.
we don't support it.

I just say we support only official builds from pcsx2 website.
You are not using an official version, so delete the one you have, download pcsx2 from our main site, and try again.
If it still doesnt work, we may help you then.

Dude...he's saying that the emulator that you got, it's not from this site, it's from Emucr (google it)

As you can see in the image you put "C\users\Boss\Downloads\Compressed\EmuCR-Pcsx2-r5414 ...the proof

I don't know about it, but it appears to be another version of the emulator from another website or something :/ , and it is not supported here from what jesalvein says (you won't get help here)

Well the problem is kinda obvious.
Look carefully at the line with
ELF (cdrom: \
Now look carefully at the save states names and see why only slot 4 is working

And if you still don't get it
SLUS-20488 - CD1 - 5 save states(slot 0 to 4)
SLUS-20891 - CD2 - 1 save state(slot 4)

and how to fix it?

in short, savestates named SLUS24088**** will only load with 1st disc inserted whereas the last one is a savestate for 2nd disc.
you can't "fix" it. Just load the appropriate save with the appropriate disc
