PCSX2 version: PCSX2 1.3.0-20140916112210 (git revision ge59c9b0, filename pcsx2-v1.2.1-588-ge59c9b0-windows-x86.7z )
Emulation options: Default, out of the box parameters, ie:

EE/IOP

EmotionEngine: Recompiler (EE cache not checked)
IOP: Recompiler
Round mode: Chop / Zero
Clamping Mode: Normal

VUs

VU0: microVU Recompiler
VU1: microVU Recompiler
Round mode: Chop / Zero
Clamping Mode: Normal

Plugins Used: Default, ie. GDSx (with SSE2), Pokopom pad, SPU2-X. Tested GDSx with DirectX9 Hardware, DirectX11 Hardware, DirectX9 Software and OpenGL Software.

Description of the bug and of how to replicate it

- Download latest PCSX2 build
- Go through the wizard
- Select Final Fantasy X International ISO dump from PCSX2 menu;
- Run the game in either fast boot or full boot mode (doesn't change the issue)

The game will not boot at all (black screen). The game boots on the stable revsion (PCSX 1.2.1) with the same configuration.

Disabling speedhackers, or disabling automatic gamefixes doesn't change anything.
Any information in the emulog?

If the older PCSX2 revisions are available I'll try to pinpoint the exact revision in which the regression has been noticed.
what if you set dev9 plugin to null, BTW ?

Well, nice find because dev9 plugin to null fixes the issue. So I don't know if it's expected, or if it's still a bug, but now the game seems to run.

And since there's no DEV9 plugin in the stable release except the null one it explains why it ran on stable and not on snapshot out of the box.
Yeah, FFX-I works fine on 1.3.0, I played through the whole thing on it.

Dev9 will cause a lot of issues with games, and it's very experimental.
