Goto emulation settings and then goto speed hacks tab and put both ee and vu sliders to 2 !

Lag is the same and so is FPS.

Turn off MTVU again, because it can cause slowdowns too on Dual Core CPUs. MTVU is mainly made for 3+ cores.
Have you tried Software Mode too? (1 extra thread, because you only have 2 threads available in the first place, so setting it to 3 makes no sense. PCSX2 uses 1 thread already, so you only have 1 extra thread available on a Dual Core CPU).

It actually doesn't make sense, because he doesn't have 3 extra threads. It's a Dual Core CPU. PCSX2 uses 1 thread by default, leaving 1 extra available.
