openGL extension texture_storage allow to allocate an immutable (constant size) texture.

ogl_texture_storage allow to allocate an immutable buffer to transfer data from application into the texture.

what graphics card do you have? and how old are your drivers?

Try updating to the 15.5 beta, im not convinced the 14.12 drivers had proper OpenGL 4.5 support
actually it is a 4.4 extensions. Build a debug or dev build and enable openGL debug
