All PES/WE games have a graphical bugs - flickering textures (kit elements, players' hairstyles, etc.).

P.S. Changing the PCSX2's settings does not help, I checked ABSOLUTELY ALL combinations and options. I managed to hack the LOD in this games, but even high LOD values didn't help. The problem is either in the emulator, which cannot correctly display the models of these games.

try qt build and leave automatic gamefixes on
I followed your advice, but it didn't change anything!
may be nice to make a proper bug report if it doesn't exist yet, then
The new version is even worse.

Cant tell, since I don't have this game.
Does software mode solve it ?
Not completely, but partially. This is a 100% emulator problem, the same game for PSP (PES 2008) made on the same engine looks correct in the PSP emulator (PPSSPP), without any rendering bugs.

I've been seeing this issue for over 5 years and it still hasn't been fixed. It's not just about PES 2008, it's about almost all Konami PS2 football games. Since PES3 to PES 2014 including all Winning Eleven titles.
Er...
You are comparing a PSP game to a PS2 game ?
Best would be to have a look at your PS2 running it to see if it's similar to software mode on pcsx2.
That would be more accurate
