I can confirm that.
It was working in FFX too and smoothed textures in the distance.
I don't know why it's not working anymore. Maybe changes on log Z ?

Okay, I checked it with the original PCSX2 0.9.6. I'm pretty sure it did work at that time with that version, but now it doesn't.
That should make clear where the "problem" lies: Nvidia deactivated it in their drivers/newer graphics cards.
What'd be interesting is if it worked or still works on AMD cards.

nvidia didn't deactive jack. the problem manifested in changes to how GSDX handles Z values.

The Z values can be changed, so it might work again then.
But I haven't tried it yet.
