No 64bit plugins.
PCSX2 is 32bit, but will work fine on 64bit systems.

It needs it in both 32 bit system and 64 bit one. You probably got it installed by some native PC game before. Sure Win 7 has dx 11, but doesn't have latest dx libraries, soo update it using this web installer or this full installer if you need to install it on pc without the net connection.

Have you tried installing the runtimes yet?
I have some trouble trying to follow what you said but if the web installer failed then try with the runtimes instead. http://www.microsoft.com/download/en/det...px?id=8109
Core i5 3570k -- Geforce GTX 670 -- Windows 7 x64
as far as i remember when i had this problem ( on 7 x64 ) i had to install both x64 and x86 DirectX June package

Maybe, better to install both x86 and x64 versions. Make sure you have d3dx9_43.dll, d3dx10_43.dll and d3dx11_43.dll in system directory.
