You still didn't tell us your computer specs, so we'll just assume that you use something with a really weak videocard.
That'd slow down everything, and no hack can help here.

still missing what type of video card you have.
oh, btw, F/UC is really GPU intensive, so most likely that is the problem (I know because I have that game and tested it on my computer and it runs at 10 FPS, however a friend has a computer with a worse processor, an athlon 64 x2 @ 1.86 but a nvidia card and it runs at 30 FPS

Yep, thats the kinda way too slow I was talking about.
Try setting GSdx to native resolution or even use software rendering, see if its faster then.

just go to the options of Gsdx and check the box that say native.

you can change internal res to lower than native but that will suck pretty bad you will be playing with graphic worst than on your ps2 + tv.
