i get fullspeed with my laptop even tho it is an i7 on 2.8 ghz a phenom 3.2 ghz *should* get full speed.
and about the graphics thing, dont worry your card can easy handle the game. check the thumbnail for speedhack settings, also try to disable vsync in either nvidea control panel or in gs window under emulation options (where you also can find the speedhacks) if it doesnt work try vu cycle stealing on 2.e if THAT doesnt work... then i reccomend to overclock the cpu to safe temps (60/65c ish is quite safe) hope it helps

Tekken 5 and Tag are rather heavy games, and the MTVU hack only provides small increases with the former.
a 3.2Ghz Phenom just isn't going to cut it.
