Strange thing is that the OP in the http://forums.pcsx2.net/Thread-PCSX2-bilinear thread uses XP and doesn't seem to have problems, so I don't know where the issue is.

Maybe our wx/plugin/build/everything-guru turtleli instantly knows what to do.

micove is probably the build expert. I'm more of a random stuff dev, though my RNG seems intent on making me do WX stuff more often.

Is your windows up2date? Especially sp2 and 3 are installed? Latest available windows updates are installed?

First of all, sending you all here my best wishes for the new year.

Next, I'd like to confirm the issue described in the OP of the latest stable release (v1.4) on a machine that runs Windows XP/SP3. When I run the wizard of the first install, the combo that lists the SPU plugins remains empty/greyed out. I have more or less the same "emuLog.txt" file, barring language considerations. The issue remains if I replace the "SPU2-X.dll" with the one of a previous version (v131-1415) that works for me.

I am absolutely positive that SP3 is properly installed on the OS. Also I had installed VC++ 2015 prior to launching pcsx2 v1.4, and the installation concluded successfully.

I'd be grateful if the issue could be fixed (whenever time permits of course).

Actually turtleli just fixed the error messages to print something useful after the dll loading fails. Can you please upload your emulog after you run the first time wizard?

The latest version I see on http://buildbot.orphis.net/pcsx2 seems to be v1.3.1-1621-g3451f7e / 2016-01-07 21:48:06. Would it qualify ?

This is very strange, but probably not relevant to the issue at hand (GSdx != SPU2). I still left it in the log.

EDIT : Also, I'd like to mention that the OS is currently running through a non-English (UTF8) locale ("regional settings" in the config. panel), in case it matters.
Should I do the test with English locale (Windows-1252) instead ?

Same here the SPU2 list is empty while trying pcsx2 1.4.0 on virtual pc with WinXP SP3 and VC++ 2013/5 installed

The user account I run pcsx2 with is already admin on this machine.

However, you gave me an idea to further look into, and that was to temporarily exclude pcsx2 from the DEP feature.

I did so in the Configuration/System/Advanced panel (EDIT: +rebooted the OS, since I wasn't sure if DEP required it), but unfortunately I still get the same issue.

The emuLog.txt file looks about the same to me :
