yes, that's the native resolution of your PS2.
try hooking your PS2 on your current TV and see ow it looks like, then report back.

I cannot try the game out on my PS2 at this point in time, my sister wanted to borrow the game from me so I thought ahead of time and got the ISO off of the game first so I could use it on PCSX2. But, whatever resolution I use, cutscenes still go all rough.

It's normal.
you can't upscale pre-rendered pictures or videos. Only 3D models will be.

Is there any resolution you could recommend for me to use so I still get a nice quality from it?

use a multiplier. I guess 3x native should be ok for you since FFX isn't that demanding.
