The electromigration is not directly related to frecuency. It depends mainly on voltage, frecuency and temperature (in that order).
But in the case you maintain the stock voltage, 3.9GHz is VERY high for a CPU. It will dye soon.
As they said. CPU frecuency is not a measure of its power.
PD: 200+ fps in any game is near imposible, because of the phisical limits of the emulation. And GPUs.

actually temps are the number one even if you OC or not.... its recommended even in full usage not to go over 70!!! for long cpu life and good performance also.
as for volts if you use the stock ones you can OC as much as you want cause even if it affects the cpu life the affection is so small that it will not make any difference (like the cpu dying in 7 years or 6... almost no difference cause by then you will have a new one or 2
)

Yup only two things can really kill a cpu is volts and heat. More volts = more heat and the inclusion of on die memory controller make that controller easier to fry.
