I think I've got a bad sensor because my CPU should make my computer shut down at 70c but it doesn't
I notice a Voltage change from comparing your previous core temp post with this one however I don't know if it is significant enough to affect the gameplay but I think th computer is throttling itself down. That could explain why the temps don't exceed 63. Like I said I don't know for sure

Hi i suggest u to clear all settings & re-configure pcsx2 from scratch
when it say something select overwrite & select highest instruction set e.g sse41
renderer-direct3d9 or direct3d11
interlacing-auto
enable recommended speedhacks
leave everything else at default !

those temps are a bit high to me, but i don't think this could be the main cause of your slowdown.
maybe your could google fpr throttlestop and give it a go.
that said, be cautious when using it.

Yeah be careful mate. Such program's remove the throttling so the temps can go abit high and cause some damage so be careful
