Does this need a change speed hacks or other settings for laptop, or is it just a case of it being too weak?

Intel Core i7-4610M with 2 cores.
2 Graphics cards, Intel HD Graphics 4600, and AMD Randeon HD 8750M

Sometimes, it runs perfectly well at 60 FPS, but at other times, it runs at around 60%
This is using DBZ Budokai Tenkaichi 4

My bad, it's a modded version of Tenkaichi 3, with extra characters, transformations, story missions, and the like.

The same thing sometimes happens with Persona 3 FES, so I know that it's not because of the modded iso.

I the powerplan for charging and batteries set to max performance, but now that you mentioned it, I have noticed that it usually happened when zi used the laptop while it wasn't charging, thank you!

something around a gtx960 if possible.
But the CPU will quickly show its limits too
