In case you're looking for a second opinion, I agree with Nobbs66. The C2D has SLIGHTLY better single threaded performance than the C2Q but it's still not strong enough for most games. I'd say save your money and get a new desktop. If you live near a Micro Center, the $100 bundle for a G3258 and a Z97 motherboard is very good.

they wouldn't be quite a upgrade, get a cheap lga 1150 mobo with a g3258 that will be a great upgrade.

Got a problem with running most games. Like for instance DMC, Dierge of Cerberus, Rebel Raiders, where it lags too much to even really play. But am able to play MegaMan X Collection just fine. Any ideas? And been trying to overclock processor... But it's a matter of using a lot of time I don't have...

megaman x is less demanding than the games you mentioned earlier so, it's only natural that you would encounter slowdowns. try overclocking and using speed hacks to speed it up a little. and your gpu is weak and your ram is ddr2 and is considerably slow. so, it's better to build a new pc.
refer here, if you want to play pcsx2 well for a low budget build.

Those are demanding games.
Overclocking your cpu wont be anough.
Back to your ps2 for now.

Hello,
alright I don't know if this is a place for those questions at all, but I need counsel and I figure you guys could help me. So here it is, I'm shopping for a new laptop, not even for me mind you, and my brother (the eventual recipient of the computer) is not what you could call a gamer. He plays Sims and emulators, and he was very disappointed to see the PS2 emulator was too demanding for his old computer. Now I'm trying to shop online but I'm not exactly what you could call a highly knowledgable person when it comes to technology, so what I'm asking here is your opinion on a laptop good enough to run PCSX2 with games such as FFX and other RPGs of the sort, while still on a (somewhat) limited budget. I'm not gunning for a top-end gaming laptop, he doesn't need it, just, if it's possible, to give him the possibility to run the emulator well enough so he could appreciate it.
Thank you.

Alrighty thanks... Kinda hard to build another PC right now... Got a decent deal on this one for 175 for all... But thanks. Any other lower demand games I could play?
I also forgot to mention it did it too with my Laptop which had a amd quad core at 1.8 and a AMD Raedon HD 5 something I think... Laptop is down at the moment (charging port is screwed up) so I can't say for a fact what it is... But I know it had 4 gb of DDR3 RAM and it did the same thing.
