hmmm, I never noticed a problem with this although using the adaptive power management, but...
You can change it at global or profile level at the Nvidia control panel, Manage 3D settings, Power Management Mode option.
Edit: Maybe advisable creating a profile for PCSX2 and changing it there so the card not running at peak all the time.

best to make profile for pcxs2 if you dont want max performance always, but honesltly my card downclocks to 2d speeds when sitting idle on desktop under max performance on global so i never saw issue with this.
I have seen many people say they where geting gpu downclock in pcsx2 over the years after i mentioned this. So it is possible
Imo Adpative power /power saving has no place in desktop. Laptops sure desktops no, if your worry about your power draw from your pc then something is wrong. cause there appliance in the house then damn near everyone has that draw alot more power.

tried maximum performance... made no difference actually.
i still cant see why 3X native gives me 40-45fps. as an info during 3X native my ee% is at 20-25% and gs% is at 60-65%

This is strange. Are FX shaders enabled? That can slow you down.
With my GTX 760, I get around 120fps without FX shaders at 5x native resolution (80 something fps with FX shaders).
In my old PC, which had an ATI 4890, it worked fine between 2x and 3x native resolution in that game. 2x always granted me 60fps, but fps dropped sometimes at 3x. Your GPU should be around 2x stronger than my old one. You should be fine playing at 4x, I think. You can use MSI Afterburner (latest beta) to check GPU usage and clocks. It allows you to overclock yor GPU too.

nvidia inspector also works for gpu oc. more stable that afterburner IMO. I used it for a bit, but it has alot of kernel/low level access hiccups.
