Depends on the game. But generally:
Default settings first.
Change GSdx to DX 11, but otherwise leave everything default(including native resolution).
Set EE cycle rate speedhack to max, enable MTVU.
Set your Windows Power plan to high performance, and make sure you are plugged in.
That's the best performance you will get.
