user account is already administrator, running as admin doesn't fix the hang.

1.2.1 & below are all useable.

5932 is the newest one i've tested that works. anything newer doesn't, but i've only tested the first 3 or 4 from october.

Try downloading VCREDIST 2013 x86 version again and running it. When it says it's already installed, click repair.

And update directx, if you haven't.

Yeah I got that from the "Build 9200."

Which means it could be an OS issue.

I'll update install MSVPCP120.dlll and check in a bit

Well it worked for me on my Win TP, but anyway, this is slightly off topic. If he confirms Win TP, then we look into it more.

all good on the visual c++ front, all installed & latest.

i decided to do a big test and downloaded builds 03/09 > 16/09

all hang except 03/09/14

also downloaded a random build from august 22/08 and that worked.

conclusion mid sept to october builds are broken. (for me)

Windows Technical Preview shows as "Microsoft Build 9200" in PCSX2, so that's why we thought that. Second:
