what's your system specs?

specs in the sig, OS is Windows 7 X64
Intel Core i7-8700k @5ghz

Thought those were the ones that mattered but okay...

Latest directX (august 09)

The only other thing I can think of that could cause the problem is if you have epsxe in your program files folder. If it is, you have to run epsxe in administrator mode.

Nope, it's on local disk D: not in program files. i'll try admin anyway though, will report back

he/she means does it work on Windows XP, read the first post as it explains how it works and how it doesn't and what you can do that might fix it.
