The 750ti will allow for better enhancements (shaders, resolution, AA, AF, things like that) when playing emulated games, but the 650 will also work. If you want to play native PC games as well on the PC then the 750ti is no contest against the 650 and is far better.

But generally
Emulation CPU=performance aslong as the GPU is "good enough"

Native PC games GPU=performance as long as CPU is "good enough"

Yes, In fact I learned that the hard way, hehehe. In the E7500, before the gtx 650, I had a 9600 GT 512mb. When I acquired and installed the 650, I thought pcsx2 would go noticeably faster, but it didn't turn out that way. There was barely any diference in pcsx2 performance, setting aside the fact of the lower consumption, dx11 support and the vram memory increase (I always play at native resolution, it's not a ps1 after all).

I felt difference, however, with latest releases of demul. That emu experienced a great speed boost after installing the "new" vga.

You were bottlenecked by the cpu Smile anyway with the 750ti or 650 you should be using OpenGL , it provides better performance usually.
