Intel's graphics chips aren't as bad as you make out.
They're obviously not up to Nvidia standards but they're still good enough to run PCSX2.
I never have any lower than 50fps on FFXII and FFX-2, two graphics intensive games that usually push my GS load up to ~80%. Hell, I can even get 50fps on SWBF2 with my HD4000.
