You need to make sure that the Visual C++ 2015 x86 package is installed.  I had the same error and noticed that the PCSX2 installer didn't install C++ to my programs list.  Check in control panel.  If it's not there, go here

If you have a 64 bit OS, make sure to download the x64 package as well.

That actually won't help, the program is only 32bit, so you only need the x86 version.

The pcsx2 won't start due to not installed ms vc runtime but would the binary package work? What does it contain?

Download it a try.
I can assure you it won't work without VC++2015 rubtime either, though

Can't say I'm surprised only blyss and ssakash got credit for the overclock, but meh..

I hope this one runs as well as it sounds like it will

Who else needs to get credit for it? Pretty sure Blyss was the one that designed the original code for it..

Blyss expanded on ideas I had and things I was doing. he wouldn't have even thought about it if I hadn't have given hi m the basis to run with

Yeah, original code was written by blyss. I forked it with blyss's permission and updated the GUI for the initial PR implementation. I did a revamp to the blocks scaling function afterwards at few pull requests to have a better consistent blocks scaling.

Apologies for my ignorance. actually I was the one who added blyss's name ( since my code was based on his one and he had helped with lots of testings) and my name. I wasn't aware of your contribution to the code. Also I checked Git blame and Git History and I can't find any commits with your name. (or) I'd guess you had helped blyss with his original code ? just saw your post, seriously I wasn't notified about this !
