It will do okay for PCSX2, but you will run into some games that will not run at full speed. The other downside is that the best backend for PCSX2 is OpenGL and OpenGL with AMD is not the best due to the support for it.
Dolphin on the other hand should run almost everything Dolphin can at 2-3x if you are using the Vulkan backend. There will still be slowdowns in a few GC and Wii games, but only a few games that use some pretty cost heavy effects will really cause you much of an issue.

that GPU will be hammered @ 2x or 3x native in some tracks.
