Wow... Suggest you try getting some basic knowledges in how to operate a computer before diving into Emulation. Else, this is going to be a real pain for you.
Did you disable UAC before launching pcsx2 & installing directx ?

Ok so I disabled UAC and downloaded and installed directx 2010jun again. Still not working.

Sounds like teamviewer would be useful here..

It shouldn't be necessary to disable UAC, I didn't and I even installed pcsx2 to "C:\Program Files (x86)\PCSX2 1.2.1" on Windows 8.1 Pro x64 and it runs perfectly.
Inexperienced users shouldn't disable UAC becouse that makes Windows more vulnerable to malicious software. I suggest you start all over with a clean installation of Windows and try again. Make sure you install all needed drivers and Windows updates first.

suggesting a teamviewer session on here? Only with someone that can be trusted: A mod, admin, or someone THEY recommend. Teamviewer can be used in malicious ways, and it doesn't take much

I already suggested it a few pages back myself.
