If you don't set it to use the GPU codec it will do the same thing.

well Bandicam doesn't support 4k (roughly 3840)

Bandicam does support 4k, but it doesn't support recording at resolutions greater than your monitor. Nor does FRAPS, or any other solution except the internal recorder itself. Which as you've seen will kill your FPS.

oh wait, i can't get constant 60FPS on regular recorders. scratch that, seriously no GPU Intensive codecs around ?

Intensive means that it WILL slow your FPS down.

If you set one of the setttings I told you (AMD APP, Nvidia NVENC, Intel Quicksync) then that's what you did.
