The clockspeed alone doesn't matter , there are lot of other features for deciding it's power.
Example:- architecture of the processor, model name etc...
if you're looking for a laptop for playing games using pcsx2, I would at least recommend this one.
We're supposed to be working as a team, if we aren't helping and suggesting things to each other, we aren't working as a team.

Any solution for slowdowns on various regions of games?

i7 3770k@ 3.9Ghz, GTX660-OC.
CPU: Intel Core i7 3770K 4.5Ghz
MB: Gigabyte GA-Z77X-UD5H
GPU: Gigabyte GTX 660 2GB OC
RAM: G.Skill Ares DDR3 8GB 1600Mhz
HDD: SSD Crucial M4 128GB
OS: Windows 7 Ultimate 64bit

My computer surpasses the recommendations, and yet I can't get anything running above 20 frames per second. Help?
CPU is I7-2670QM @ 2.20Ghz
GPU is AMD Radeon HD 6770M
RAM is 16GB
