Everytime I restart the pc, the DS3 doesn't find the BT and I need to uninstall and reinstall the drivers. Is there any way to keep them pair without uninstall/install again?
I wonder why does SCPService.exe keep sending data about 6 kB/s all the time?
I wonder what data needed to be sent out from my PC?
Can I stop it from sending or receiving any data?

Nope, it was always that way. It uses the 360 drivers, which sadly have the triggers tied together in Dinput. But Xinput has seperate triggers. Double check your input devices in the game, and see if it can use another "device" (as the game would probably call it). From what you are describing, it sounds like it supports both Dinput and Xinput, and should be able to switch between them.
As for Dinput having joined triggers, he's working on it.

Unfortunately, the game only "sees" the direct input device, not the xinput one (are they both enabled at the same time? Can I switch between them?).
However, for now I found this program that I can use with this Xinput wrapper to properly split the axis (works with xinput and dinput games):

Create a rule in Windows Firewall that blocks all Inbound and Outbound traffic for the exe.
Checking the service in Process monitor from Sysinternals or Resource monitor says that its trying to send data to hl2rcv.adobe.com for me at least YMMV.
Just wait and see what Scarlet Crush has to say about why it sends the data unless your paranoid or something.

I was unable to get it working with the bluetooth dongle connected to the same port I used for motionjoy. I'm not sure why this was. It seemed that the controller would connect, but after a second it would freeze. Anyway, a different usb port works.

I have everything working great with my controller connected via USB, and the bluetooth seems to be supported however the connection is getting refused for some reason?
I've also noticed that if I unplug and then plug the controller back in, the previous padID it had is marked reserved and it takes on the next available one, though if I do it again it seems to reconnect to one it had reassigned itself to. Have installed latest files, xinput, xbox360 drivers.
I previously had been using MotionInJoy with bluetooth working fine, just didn't like the occasional BSOD and need for being online. Not sure if I'm meant to see the numbers/letters between USB and Charging/Charged for each connected controller constantly changing, also when I reconnect a controller it usually doesn't say charging/charged, I get NONE and need to click any of the buttons between Both and Pair before it becomes responsive. I've also sometimes experienced my controller being dead when plugging it back in, it only gets recognized again and LEDs light up when restarting the server when that happens.

Any help would be appreciated, would love to get this working wirelessly, or at least reconnecting properly rather than the reserved issue.
