You can make Ratchet and Clank 2 pal 60fps patch?, i speak spanish and pal is only 50 fps

For Everybody's Golf (PAL-M5) (SCES-52582), I find that the game performs near optimally when it is raining, whereas it slows down heavily if the weather is sunny or cloudy. Can anyone post a code to make it always rain? (preferably hard rain over soft rain)
