Hey bro, I haven't Alias pal at my hand but I can teach you to make a port from NTSC version because it's easy, so, you first make a pnach file with the NTSC code, should be like this:
[50fps]
patch=1,EE,0024BEF0,word,10000039 //10400039
Now you just need the right address because the value always is same, to find right address to pal version you go to debugger, then click on memory search tap, in value put 10400039 and type select 4 bytes and finally click on search, there should be about 10 addresses, you can try one by one but it's more easy to try first those addresses that start 002xxxx0, I mean your address most start with 002 and most end with 0, try this address in your patch line, should be something like:

patch=1,EE,002xxxx0,word,10000039 //10400039
