I'm running an Intel Core 2 Duo E8500 3.16GHz, while game play with final fantasy 10-2 runs fine(minimum CPU usage for an emulator and 50-60 fps.) Changing dress sphere and the videos chew up my CPU usually using 99% of it and dropping frame rate to around 10-20. I understand that emulators will chew up any CPU but to use 99% of a dual core just seems like I have a setting wrong.
I'm running PCSX2 0.9.6, under graphics setting I have resolution set to windowed, renderer set to Direct3D9 (software(I read somewhere on these forums that to stop the FFX-2 video from having lines i had to set it to software.)) shader is Pixel shader 2.0. Interlacing is at none Aspect ratio is 4:3
My graphics card is an nvidia geforce GTX 260 4 gig of ram and windows 7 home premium 64-bit.
Again any information you could provide to make it run a little smoother would be greatly appreciated.
Update to the latest beta pcsx2 which is tons faster and use DX10 plugin instead of the DX9 as it can be quite a bit faster.
That said, there are going to be times when your CPU is really pushed with pcsx2, just the way it works, especially for the next few years... Once hardware is really advanced it'll one day be the same way that N64 emulation is today versus in 2001
Get a quadcore if you worry about your dual core hitting 99% most of the time
My Laptop's Config:
Intel Core2Duo T5670 @ 1.80GHz
Ram: 2GB
Graphics: 128 MB Dedicated Nvidia 8400M GS, 880 MB shared
OS: Windows 7 Home Premium 32-bit
I am running Grand Theft Auto: Liberty City Stories which is very slow. Is my Laptop configuration not enough for smooth running of the game?

Fraid not... GTA games require a pretty hefty PC and your entire system is just not up to snuff. Recommended PC's for the emulator in general are a multicore CPU clocked at 3ghz+ per core and a modern mid-range GPU or higher with GTA games pushing that closer to 3.5ghz
Can Intel HD Graphics 3000 (Core i5-2500K 's IGP) run PCSX2 prefectly?
Thanx
Maybe some really light-weight 2D game(s), but I doubt "perfect" even then. In general, any Intel GPU is not well suited for PCSX2, and not just because they're integrated.
BTW - Get an unlocked CPU and use it's IGP...? I'd say "no".
Well... it's not only unlocked. The K has stronnger IGP too. And it's not too shabby. I'm running the Sims 3 well with Intel HD Graphics 1000.
Doesn't change the fact that they are still buggy, still don't support all feature sets, and are still very slow. You can run many PC games with graphic settings put to zero, but pcsx2 simply has a higher "minimum" requirement when it comes to graphics (though usually a lower maximum
)
