I can load the start screen and when I get to playing it goes from 74 Frame to 12 Frame a second.
you could try using the MTVU speedhack, but your CPU is quite slow.
Is there any chance to run GT4 and Kingdom Hearts I and II on my laptop?

Actually KH2 will be running at about 30fps. KH1 will have slowdowns. GT4 will be running at 15-25fps
GT4 has about 20 fps... Any posibility to make it go better? And what about GT3 A-spec? Would it help if I set CPU clock to 2.4?

Try speedhacks, but you will never get playable speeds.

GT3 will be the same case. I have tried every speehack possiblenon my amd rig and the most I got was 30fps.
