hello, I'm new to pcsx2, and even newer to this forum. I hope this is the right thread to ask this in.
I'm wanting to play my copy of Gran Torismo 4 at 1080p or higher at 60fps. would I be able to do this with my current specs?

AMD Ryzen 5 4600H with Radeon Graphics 3.00 GHz
NVIDIA GeForce GTX 1650
8 gb of ram

Most of the time, yes.
You will get a few slowdowns sometimes

Hi how will PCSX2 run on my system? I have my old and new laptops stated because I actually get worse performance on my new one. Clearly there is an issue with throttling or something. This is even with lightweight games, there is smooth performance followed by a dip which then goes back to how it was before. I have heard that this line of Dell laptops have this issue.

New: Dell Inspiron 15 7580 | Intel i7-8565U @ 1.8 GHz (TC up to 4.6ghz, can maintain 3ghz with 4 cores) | 16 GB DDR4 RAM | GeForce MX150 2 GB

Old: Lenovo IdeaPad Z510 | Intel i7-4702MQ @ 2.2 GHz | 6 GB DDR3 RAM | GeForce GT 740M 1 GB

1682 (Okay for some 3D)

You can't trust Intel U-series as it focuses on battery life.
Both laptops also don't have the best GPUs. You could try enabling preset 3 or MTVU and doing EE cyclerate -3 and see what that does or even try using a 1.7 development build.

Does throwing more single thread performance at some of the harder to run games improve them much when you're already at recommended spec? I currently run a Xeon E3-1231v3 which had a single thread rating of 2140 and multithread of 7392 when I ran the Passmark cpu test on it yesterday (it also has AVX2) and am wondering if I'd get much extra out of upgrading to an i5-12400F (ST ~3550, MT ~20000). Or if you run into extreme diminishing returns once you're above 4 cores with 2100 ST Passmark. Would be running with 16GB RAM and a GTX 1660 Super either way.

Trying to run the original Monster Hunter and getting massive slowdown in some areas, as low as 50% speed. I can make it happen in the village if I position the camera so most of the NPCs are on screen, but I've also had it happen in the field with only 3 mid sized monsters around, but in other areas with 5 or 6 of them I'm fine. My assumption is just "game no emulate good" but I've had it run fine in enough situations and doubt my own troubleshooting abilities enough to check here and see (I hope this is the right place to ask this).

Does this need a change speed hacks or other settings for laptop, or is it just a case of it being too weak?

Sometimes, it runs perfectly well at 60 FPS, but at other times, it runs at around 60%
