I'm also using a laptop- Toshiba L745
Specs are:
*Intel® Core™ i5-2430M (2.40GHz, 3 MB) with TurboBoost 2.0 up to 3.00GHz; Sandy Bridge Processor
*2GB DDR3
*NVIDIA GeForce GT 525M with CUDA (1GB)
*640GB HDD
Is it strong enough to emulate games like Persona 4 or Dirge of Cerberus?
2.4 Ghz will suffice though 2.8GHz is better. Other than the specs are fine. Speedhacks may not be needed much. MTVU Hack will be a boost-up. Persona 4 may work on it. Just try it.

Will the turbo boost help me with that? Since it can go to 3.0 GHz with it- Or I need to do some settings for me to be able to use it?
Turbo boost as i know will go upto 3 Ghz only when your 1 Core is used (in max). If all the cores(I guess its 2) are used then the Clock Speed will decrease and overtime come to 2.4Ghz. Speedhacks help a lot in this game if you get slowdown. Enable only the reccomended ones, in-case you require it.

I checked my processors and it shows 4 of my processor name- So that means I have 4?

No you have 1 CPU 2 Cores 4 Threads. Windows may misunderstand this as 4 cores.
Persona 4 is a harder game to emulate.
In review, the i5-2430M is a dual core with Hyper-threading. This will appear as a 4 core, but I assure you is not. It's Turbo can reach 2.7Ghz if only using 2 cores. Enabling MTVU will request another thread, so your processor will not exceed 2.4Ghz in that cases. The ends may justify the means, but this can be detrimental as well.
The GT 525M is an acceptable GPU, but certainly can see it's limits. Most times, Native resolution will be fine at least.

The whole thing about your CPU's clockrates, and how using MTVU is ultimately sacrificing 300Mhz?
Just sharing those details. All in all, if a 2nd gen Core i is @ 2.7Ghz, it's pretty decent and meets what's recommended
in general for PS2 emulation. IDK Persona games personally, but I don't think they should be beyond your processor's capabilities to run it relatively well (or close to it w/ some hacks, etc...).
I'm just giving you a little insight into your specs and how decent they are.
