A6-3400m 1.6ghz(turbo 2.3ghz) i think it can OC further
6gb ddr3 1333
6720g2 (amd dual graphics) which is slightly faster than GT 540m

Sorry! Mate But DBZ and Tekken are some of the most-demanding games for PCSX2.
Minimum Requirements for Dragon Ball Z Budokai Tenkaichi 2/3 is
Intel PC Core2Duo above 3 Ghz OR a Core I Processor (Quad-core) with 2.8Ghz+
Also, a good GPU is required.
But here your CPU might be a slowdown and its 1.6Ghz. Don't think Turbo will help you because it changes the CPU Clock depending on temperature and the cores used.
So mostly your Laptopn will run at 1.7 Ghz.
Also, AMD CPU or Laptops aren't reccomended for these games you mentioned. Look Forward to buy a New PC with the Minimum/Reccomended Settings and your good.
Still If you want to buy this one Then, You need to change setting like chaning the clamp/round modes, Native, power plan etc. and probably you can get hardly 30 fps.

is i3-2310 2.1ghz with gt540m enough?
Any reason to stick with Laptops? laptops are not good for those games
See you need to have a good processor at or above 2.8Ghz (Dual or Quad) and a good Graphics Card.
Take a look on Desktop PC. They have a good range.

last option isa the i5-2410 with gt 540m most expensive one
If you travel then Laptops would be good.
See I3-2310 has a lower clock freqency, which will make the game run slower even with maxed out settings. On the other hand, Tekken series are Very demanding in Nature. Better go with the I5-2410 one. Although it might run slow but with a tweak of settings it might help you get almost fullspeed in Final Fantasy and persona series. Dragon Ball Z budokai tenkaichi will run good but can't say fullspeed. i.e it will run 50 fps say.
Cannot say anything about Tekken. This game sometimes lags on my PC. So i am not sure.
