I have a amd phenom II quad core running at 3.0 ghz with a nvidia geforce 9500 GT video card. I guess my question is what can I do to improve the performance of pcsx2? I have tinkered with the settings and can get 45 fps max on ffx.

I recently found myself in that dilema. I ended up going with a C2D T9600 @2.80GHz. I'm quite happy with the results. Of course, it could be better for more demanding games. I would suggest looking into a T9800 or T9900. Or go all-out (for laptops) and get and extreme X9100 or something. I'd love to hear how one of those handles PCSX2.

Now my question:
I'm planning to buy a new computer for all-purposes and ofcourse PCSX2 (maybe Dolphin too...).
What processor may choose?:
- Intel Core i5 650 3.2Ghz (166€)
- Intel Core i5 670 3.46Ghz (260€)
650 is cheapest than 670, but it's a little slower (0.26Ghz less).
Those 0.26 Ghz will bring me more fps?
620 bring me more advantages than only 0.26Ghz more?
I'm not planning to overcloking in the nearest future.

If you ask me, the 200 mhz difference is really REALLY not worth an almost 50% price difference. You can OC and get those 200 extra Mhz with the stock cooler without virtually changing anything, just the FSB (the equivalent of the core i5s anyway
).
So I suggest getting the i5 650. Other than Mhz the 2 processors are identical

I can get playable speeds with some glitches which are not game breaking, I was just wondering what settings I need to tweak to have better performance with the specs I have now?
Generally, different games require different settings. You should start out with no speed hacks and use the search button if you encounter problems for the games you play, or you can try turning on speedhacks one by one if the problem relates to speed. There is not such an ultimate setting that works for all games except with a very powerful cpu which is not your case.

Well at least its good to know that most games will be playable, I just have to play with the settings.
Is there a cpu out on the market right now that will allow you to play most games in software mode full speed?

Probably a Core i7 at 3,4 Ghz overclocked to about 3,6 Ghz would be able to pull off full FPS in many games. Still there are some that will be totally unplayable due to software renderer bugs/limitations.

It will run but SLOW, so slow it will be unplayable probably.
