Standard i5 and i7 could OC to their max Turbo clockrate with the multiplier.
Very easy to do, and no need for aftrmarket cooling at that rate.
The motherboard has to support this, of course,
and any performance board should (P67, Z68, Z77).
Processors marked with a "K" at the end are fully unlocked,
and can be pushed to their limits.
For the GPU, you really wouldn't need a GTX 680.
In fact, anything beyond a GT 630 is basically just to ensure high resolutions.
Even a GTX 660 would do great.

I know that this thread is supposed to be discussing around 'Will PCSX2 run fast On My Computer', but just 1 more quick question. I already decided to change the gpu to MSI GTX 670 Power Edition which perform like GTX 680 out of the box. Just wondering if there is any Intel cpu out there that can perform like an overclocked cpu out of the box too?
Preferable speed around 3.6 MHz to 4.0 MHz and compatible with PCSX2. Your enlightenment is highly appreciate. Thank you.

Well, overclocking can easilly exceed stock rates.
Nothing can compare to the best out-of-the-box + overclocked,
especially if you're just dropping the "overclocked" part.
You can get Intel processors out-of-the-box that perform like AMD processors that are overclocked.
There are Core i7 that come stock at 3.6Ghz,
but they will cost you more,
and be out-performed by cheaper overclocked chips.

I'm not an emulator expert but my personal rule of thumb is that anything with an i7 core, 8 gigs or RAM and an nVidia GeForce card can run just about anything. If you looked at the "recommended specs," they labelled i7 last in the processors because they're pretty elite stuff.
Though that laptop won't literally run everything well,
depending on exactly what games you try,
it may seem like it would.
