Well, these days you can get a 2500k for <200$. That will run any game at 100% easily.
It does require upgrading your motherboard and probably your RAM.
Maybe where you live. Not meaning it as a compalin or anything, jsut... it's not quite as easy for me as it might be for someone else. XD

As much as I want a desktop, I can't. I'm always away from home and having a desktop won't do, not to mention I don't have enough spare for it. Well anyways, I guess I got nothing to lose since playing ps2 on my netbook isn't really my priority, might as well try it. Thanks anyways.

Argentina!. It's mostly a combination of our national currency going south, plus some really annoying import policies that make anything built outside our country very, very expensive.
I am actually using the emulator in place of a PS2, since for some reason I am not going to bother folks with I do own a few games but at the monent, I lack one... used to own one, but gave it away to a friend. I was glad at the idea of being able to play games again on my pc. So far only games I tried were okami and, megaman x8, (and zone of enders) the first two run at full speed, tho apparently, only reason I have full fps on okami is due to it being a pal version, thus 50fps instead of 60 XD. I CAN get 60 on medium to light situations but it goes south from there. shame on minor graphic issues like the screen not changing when using the brush. (ZeroGS plugin actually shows me the proper inkpot and such but... otherwise fails to work for me XD) but I am giving the game a fair try and see how far I can get before it ends up blocking me, missing the combo counter, but no biggie.
Like i said, that is the best I was able to afford, since anything bigger in cpu was a huge jump, (and oddly, the video card was remarkably cheap). I am aware of my CPU being the bottleneck since whenever I slowdown the EE thingy hits 100%... the mtvu helps on a few games. And in one case, I think it made things slower, a tiny bit. But, at least I consider 50%+ speed playable, as long as it's just on the heavier parts.
Sorry for huge post!. And... is there a list somewhere in the forums about 'lightweight' games, like, i heard 2d ones should work decently fast, and same for FFX. I figure it's hard to make a general guideline given how different games are.

2.4 Ghz is a bit low, but this I5 will be able to run many games at playable speeds.
BUT... that GPU is clearly crap and will be the real bottleneck. sry...
Intel's HD3000 GPU ain't That bad, yeah it sucks for running high internal resolutions but surprisingly not many people need high resolutions around here (not me, love highly upscaled resolutions, that's the Only reason I use PCSX2, otherwise I'd use my beloved console instead), HD3000 does pretty well at even higher than default resolutions, just not by much.
But it will suck most of the time in 3D games, even on Native
