yes that is the solution but it on 1 and that will make the blinking disabear ( it is not so bad according to the speed that that hack give )
frame skipping is not the reason keep using it

well actually your graphics is bad because native res ( which is so low )
how ever with your ancient gpu you cant higher the res

as expected again when i attacked the chain in atlas hands the screen goes black suppose to be a cut scene can someone give me the next save,here's my memory card.
